Mexican Chicken Poblano Chowder

  • 1 cup diced red bell pepper
  • 1 cup diced carrots
  • 5 Tbsp. all-purpose flour
  • 1 tsp. ground cumin
  • ¼ tsp. garlic powder
  • ¼ tsp. leaf oregano
  • 1 ¼ tsp. black pepper
  • 1 ½ cups milk
  • 16 oz. chicken broth
  • salt to taste
  • 2 Tbsp. chopped flat-leaf parsley
