Chilled Chile-Garlic Noodles with Shrimp

  • 1 teaspoon unseasoned rice vinegar
  • 2 tablespoons crushed red pepper flakes
  • ¼ teaspoon kosher salt, plus more, to taste
  • 1 lb large shrimp, peeled and deveined
  • ¼ cup sliced scallions
