  • ½ cup chopped green bell pepper (or a combination of red and green)
  • 2 cloves garlic, minced
  • 2 teaspoons kosher salt, or more to taste
  • 1 teaspoon black pepper, or more to taste
  • 1 teaspoon paprika
  • ½ teaspoon cayenne pepper (or a dash of  Tabasco sauce)
  • 1 ½ cups long-grain white rice
  • ½ pound chicken livers, minced
