  • 10 to 12 garlic cloves (about 1 medium head), finely minced
  • 1 tablespoon fresh ginger, finely minced
  • ½ cup all-purpose flour
  • ½ teaspoon kosher salt
  • ¼ teaspoon freshly ground black pepper
  • ½ cup neutral oil, such as canola or safflower
