  • 2 tablespoons neutral oil (such as vegetable, canola, or avocado oil)
  • 3 cloves garlic (sliced)
  • 3 scallions (cut into 3-inch/7cm pieces, white and green parts separated)
  • 1 to 3 Thai red chili peppers (optional, chopped)
  • ½ bell pepper (any color, thinly sliced)
  • 2 cups Thai basil leaves
