  • ⅓ CUP PACKED DARK BROWN SUGAR
  • 2 TABLESPOONS FIVE-SPICE POWDER
  • 1 TABLESPOON UNSEASONED RICE VINEGAR
  • STEAMED RICE, TO SERVE
  • 3 SCALLIONS, THINLY SLICED ON BIAS
