Ingredients
  • 2 tablespoons olive oil
  • 3 garlic cloves, run through a garlic press
  • 1 tablespoon harissa
  • 1 14-ounce can diced tomatoes (preferably fire-roasted)
  • ½ bunch cilantro
  • 1 small preserved lemon (or ½ if they’re big)
  • 1 pinch of saffron (optional)
  • salt and pepper to taste
  • 2  pounds mussels (check and discard any broken or open ones*)
