  • ¾ cup red wine
  • 1 ½ teaspoons kosher salt
  • ½ teaspoon ground fennel
  • ½ teaspoon black pepper
  • 1 (28-oz.) can crushed San Marzano plum tomatoes
  • ⅓ cup whole milk
  • 12 ounces uncooked spaghetti
  • 3 tablespoons unsalted butter
  • 3 ounces Parmesan cheese, grated (about ¾ cup), divided
  • 2 tablespoons finely chopped fresh parsley
