  • ½ of a red bell pepper, sliced
  • 1 teaspoon sesame oil
  • ½ teaspoon ground white pepper
  • 1 tablespoon oyster sauce
  • ¼ teaspoon sugar
  • ½ cup water
  • 3 scallions, cut into 2-inch lengths
