Instant Pot Chicken Enchilada Soup Chili's Copycat

  • 5 cups water
  • 1 pound chicken breasts or thighs
  • 1 tsp chili powder
  • 1 tsp ground cumin
  • 2 tsp garlic powder
  • 1 10 oz can red enchilada sauce
  • 1 16 oz melting cheese (such as Velveeta) cut into cubes
  • ¾ cup masa harina may substitute with ⅓ cup cornstarch
