  • ¾ teaspoon white pepper (finely ground)
  • ⅛ teaspoon sugar

  • ⅓ cup cornstarch
  • ⅓ cup water
  • 1 tablespoon all-purpose flour
  • 1 ½ tablespoons neutral oil (such as vegetable, canola, or avocado oil)
  • ½ teaspoon baking soda

  • peanut or canola oil

  • 2 tablespoons garlic (chopped; 2 tbsp/25g = about 6 cloves)
  • 1 long hot green pepper (sliced crosswise into thin rounds)
  • 1 small shallot (thinly sliced)
