  • 2 teaspoons cayenne pepper
  • 2 teaspoons ground cumin
  • 2 teaspoons garlic powder or granulated garlic
  • 3 cups cooked white or brown rice
  • 1 bunch green onions (3 to 4 bulbs), sliced ¼ inch-thick
  • ½ cup chopped fresh flat-leaf parsley
  • Hot sauce, for serving
