Shepherd's Pie

  • 2 tablespoons tomato paste
  • ¼ cup plus 1 tablespoon all-purpose flour
  • 1 quart beef stock

  • ½ cup milk
  • ½ cup heavy cream
  • 3 tablespoons unsalted butter, softened
  • 2 tablespoons extra-virgin olive oil
  • One 3-inch rosemary sprig
  • 1 bay leaf
  • 2 thyme sprigs
  • Freshly grated nutmeg
  • 2 ½ pounds baking potatoes, peeled and cut into 2-inch chunks
  • 3 large garlic cloves, halved
