  • ¼ cup chopped fresh cilantro
  • 2 ½ pounds ground beef
  • 4 cups panko breadcrumbs, plus more as needed
  • ½ cup masa harina (corn flour)
  • 1 tablespoon adobo seasoning
  • Kosher salt and freshly ground pepper
  • 20 small flour tortillas
  • Chipotle mayonnaise, pickled onions (see below), crumbled queso fresco cheese and fresh cilantro, for topping
