Crunchy Bacon-Topped Tuna and Rice Bake

¼ cup plain flour

3 cups milk

4 green onions, thinly sliced

425g can tuna in olive oil, drained

1 cup frozen peas

1 tsp finely grated lemon rind

¼ cup lemon juice

2 tbsp wholegrain mustard

3 cups cooked long-grain white rice (see note)

2 middle bacon rashers, trimmed, finely chopped

¼ cup grated Devondale Tasty Cheese Block (500g)

Lemon wedges, to serve
