Tomte Muffins (Swedish Apple Muffins)

½ teaspoon baking powder

½ teaspoon baking soda

½ teaspoon salt

1 ½ teaspoons ground cinnamon divided

2 large eggs

1 cup sugar

⅔ cup vegetable oil

1 teaspoon vanilla extract

1 ¾ cups peeled and chopped apples

⅓ cup chopped pecans

⅓ cup golden raisins

3 tablespoons turbinado sugar for sprinkling *see note below
