  • 2 oz. (12-oz.) cans evaporated milk
  • 2 c. whole milk
  • ½ tsp. garlic powder
  • ⅛ tsp. paprika
  • kosher salt
  • Freshly ground black pepper
  • Finely chopped chives, for garnish (optional)
