Baked Spinach Penne Pasta (Gratin De Pates Aux Epinards)

  • 12 tablespoons butter, diced
  • 1-½ tablespoon olive oil
  • 1 teaspoon red chili flakes
  • 4-½ cups milk, warmed for 2 minutes in the microwave
  • ¾ cup all-purpose flour
  • 2 teaspoons salt
  • ½ teaspoon black pepper, freshly ground
  • ¾ cup Gruyère cheese, freshly shredded, or more to taste
  • 2 tablespoons flat-leaf parsley leaves, chopped
