  • ¾ teaspoon black pepper, divided
  • 1 large red onion (about 12 ounces), thinly sliced (about 2 ½ cups)
  • ⅓ cup all-purpose flour (about 1 ½ ounces)
  • 3 ¼ cups whole milk
  • 2 ounces Gruyère cheese, shredded (about ½ cup)
  • 2 ounces Parmigiano-Reggiano cheese, grated (about ½ cup)
  • 1 ½ tablespoons Dijon mustard
  • 1 teaspoon grated garlic
  • ¼ teaspoon cayenne pepper
  • ¼ teaspoon ground nutmeg
